MUSCLE-POWERED PUBLIC LAND USERS BANDING TOGETHER TO WORK FOR RESPONSIBLE LAND STEWARDSHIP AND USE

Welcome to Palisades!

Purpose:
Our primary goal is stewardship of the entire Rimrock/Palisades/Indian Canyon area, including all public lands within the approximate boundaries of Sunset Hwy on the South, Riverside State Park on the North and East, and Airway Heights on the West.

This will include trail planning and maintenance, park advocacy with regard to City Parks issues, involvement with the various agencies assisting in fire management, periodic cleanup activities, and a helpful, watchdog approach to all park users -- i.e. friendly toward non-trashers, non-poachers, non-dealers.

In addition, to assist other user groups in working toward accomplishment of their goals within other areas to enhance muscle-powered use, whether by help with marketing/grant writing/funding or physical help with trail work and building projects.

Finally, to spread the teachings of the "Leave No Trace" Outdoor Ethics program, both within our own area and by reaching out to other user groups to help work toward having clean, sustainable public lands everywhere.

2006-12-01 - Commissioners Want Their Decision On UGA Reversed
Because Spokane County must comply with the Growth Management Hearings Board's decision that the County is out of compliance by Thursday, the Commissioners yesterday asked the Plan Commission to reverse their decision to include the Oswald property on Flint Rd and four parcels on 5 Mile Prairie in the Urban Growth Area for the County.

Two years ago, the Planning Commission had recommended against the inclusion of these properties in the UGA but the Commissioners overode that recommendation. That overide resulted in our Palisades Neighborhood and the 5 Mile Prairie Neighborhood filing a petition with the Growth Manangement Hearings Board for Eastern Washington, (EWGMHB). The Board has consistently found in favor of the Petitioners.

The County repeatedly told the EWMHB that they would comply, but have not done so. The result of not complying carries the possibily of economic sanctions against the county.

Palisades and 5 Mile representatives testified that this was an attempt by the County Commissioners to provide a "paper change" to the zoning and consequently did not address important issues in our community that will affect how smart development occurs. It was also pointed out that these developments are "vested" which means that they will be built regardless.

Julia McHugh was one of the representatives from Palisades who pointed out to the Plan Commission that this was an attempt to have the Plan Commission correct the mistakes made by our Commissioners and asked them to take this matter very seriously because of the tremendous precedent their actions would establish.

The EWGMHB has asked the county to show that there is a lack of areas to develop in the UGA that necessitates including these areas in the UGA and that there is adequate public facilities in place to serve these developments.

A final decision is to be made shortly.
